Assoc. Prof. Mehmet Toplu started his academic career and received his Ph.D. degree at Ankara University.

Assoc. Prof. Toplu has papers on Informatics, University, and Research Librarianship, Policy Informatics, Politics of Science and Technology, Information Production, History of Science, Information Systems subjects published in peer-reviewed journals since 1991.

Associate Prof. Toplu was the Dean of Hoca Ahmet Yesevi International Turkish Kazak University Faculty of Social Sciences between 2016 and 2018. Associate Prof. Toplu is currently the vice-dean of the Faculty of Communication at Hacı Bayram Veli University and he continues his academic studies at Hacı Bayram Veli University Faculty of Communication, Radio Television, and Film Department.
